Agroturystyka od wielu lat cieszy się niesłabnącym zainteresowaniem ze strony turystów. Poszukiwanie wypoczynku na terenach wiejskich, kojarzących się z ciszą i spokojem, z dala od zgiełku miasta i tłumu turystów, blisko terenów leśnych, z ułatwionym dostępem do zdrowej żywności to dla wielu turystów recepta na udane wakacje. Podlaska Regionalna Organizacja Turystyczna od wielu lat nie tylko śledzi te trendy, ale również stara się aktywnie oddziaływać na regionalny rynek turystyczny. PROT zlecił przeprowadzenie badań związanych miedzy innymi z inwentaryzacją obiektów agroturystycznych w województwie podlaskim, co pozwoliło zaktualizować dane dotyczące potencjału turystycznego obszarów wiejskich.
Operacja pt. “Inwentaryzacja gospodarstw agroturystycznych na terenie województwa podlaskiego” została zrealizowana dzięki dofinansowaniu ze środków KSOW w ramach Pomocy Technicznej PROW 2014-2020.
W badaniu wykorzystano zestaw metod i technik badawczych wzajemnie się uzupełniających i pozwalających zastosować triangulację metodologiczną. Wykorzystano zróżnicowane źródła informacji i różnych informatorów (triangulacja danych) oraz różne metody i techniki badawcze (triangulacja metod badawczych). Wykorzystano techniki desk research, CAPI, CAWI i CATI. Z respondentami spotykano się osobiście, ale główny nacisk badań był położony na kontakt elektroniczny (przygotowano kwestionariusz ankiety rozsyłany drogą e-mail’ową) oraz telefoniczny.
Dzięki badaniu stanu i perspektyw rozwoju agroturystyki w naszym województwie poznaliśmy potencjał tego sektora, a także zdobyliśmy większą wiedzę na temat przestrzennego rozmieszczenia obiektów agroturystycznych. Zidentyfikowane i zweryfikowane zostało prawie 800 podmiotów świadczących usługi turystyczne, zaś w samym badaniu wzięło udział ponad 200 kwaterodawców. Uzyskaliśmy dane dotyczące między innymi dostosowania obiektów do potrzeb osób z niepełnosprawnościami, a także usług czy produktów rolnych oferowanych przez gospodarstwa agroturystyczne. Raport uwzględnia rekomendacje zarówno dla kwaterodawców, jak i instytucji działających na ich rzecz oraz jednostek samorządu terytorialnego. Zostanie on udostępniony wszystkim zainteresowanym rozwojem agroturystyki w województwie podlaskim – mówi Prezes Zarządu Podlaskiej Regionalnej Organizacji Turystycznej Bożena Nienałtowska.
Badania ankietowe zostały przeprowadzone w lipcu i sierpniu 2020 roku. Głównym celem było określenia stanu aktualnego i możliwości rozwoju agroturystyki w województwie podlaskim. Nad projektem pracował zespół badawczy z Politechniki Białostockiej. Koordynatorem prac był dr inż. Romuald Ziółkowski.
Dr Ziółkowski twierdzi, że tworzenie produktu agroturystycznego jest procesem złożonym, odnoszącym się przede wszystkim do kształtowania oferty, czyli wyboru najważniejszych elementów składowych produktu i ciągłego dostosowywania oferty do zmieniających się preferencji gości. Usługodawca agroturystyczny, jeśli chce być konkurencyjny, musi ciągle myśleć o możliwości rozszerzenia atrakcji proponowanych gościom. W trakcie powadzonych badań uświadamiamy, że każdy usługodawca agroturystyczny powinien nieustannie zadawać sobie pytania dotyczące takich zagadnień jak:
- jakie produkty turystyczne wytwarzać, aby w pełni zadowolić turystów;
- jakie walory smakowe potraw są szczególnie doceniane przez gości;
- czy turyści poszukują lokalnych produktów (nie tylko żywnościowych);
- jaka jest możliwość dopasowania posiadanych zasobów do wymagań turystów (zajęcia edukacyjne, warsztaty tematyczne i inne);
- jak urządzić pokoje (rodzaj mebli i urządzeń, ale także ich estetyka i funkcjonalność).
Podstawą sukcesu w zakresie działalności agroturystycznej jest oferowanie potencjalnym nabywcom produktu jak najbardziej zróżnicowanego i jak najwyższej jakości, która wyraża się stopniem, w jakim ten produkt spełnia wymagania i oczekiwania.
Aby ten sektor był w stanie efektywnie się rozwijać, potrzebne jest działanie. Dr Ziółkowski zaznacza, że rynek usług agroturystycznych jest ważnym, ale trudnym do zorganizowania i zarządzania, a przez to niedocenianym sektorem branży turystycznej. W województwie podlaskim dysponuje on około 9 tysiącami miejsc noclegowych, z których większość jest poza kontrolą instytucji i organizacji turystycznych. Uporządkowanie runku usług agroturystycznych jest w interesie zarówno branży turystycznej (sektora usług noclegowych, żywieniowych, przewodnickich i innych), organizacji zarządzających turystyką, jak i samorządu terytorialnego.
Biorąc powyższe pod uwagę należy zachęcać i motywować osoby prowadzące działalność agroturystyczną do przystępowania do stowarzyszeń agroturystycznych, rejestrowania swojej działalności w urzędach gmin oraz zwiększania zaangażowania w uczestnictwie w badaniach prowadzonych w sektorze usług agroturystycznych. Suma tych aktywności przełoży się na poprawę i wzmocnienie sytuacji agroturystyki w naszym województwie.
Zmiana postaw wśród właścicieli obiektów agroturystycznych wymaga zaangażowania się wielu innych podmiotów w poprawę procesu komunikacji ze środowiskiem agroturystycznym. Należą do nich w szczególności Sekretariat Regionalny Krajowej Sieci Obszarów Wiejskich, Podlaska Regionalna Organizacja Turystyczna, lokalne organizacje turystyczne, lokalne grupy działania, stowarzyszenia agroturystyczne, ośrodki doradztwa rolniczego oraz urzędy gmin. Każda z nich, co prawda w różnym stopniu, angażuje się we wspieranie działań zmierzających do różnicowania działalności rolniczej w kierunku turystycznym, wspiera działania gospodarstw agroturystycznych, bądź angażuje się w tworzenie warunków rozwoju turystyki na obszarach wiejskich. Brakuje jednak uporządkowania i zorganizowania tej działalności w kierunku integracji środowiska agroturystycznego.
